From theory to application
The Nevi 1 Public Sector programme consists of three modules that together form a continuous learning journey. Each module builds on the previous one, with ongoing attention to theory, personal development and practical application.
Participants begin with the module Procurement and Tendering Basics. This part of the programme focuses on the legal and procedural aspects. Public‑sector procurement professionals gain a deeper understanding of the entire tendering process, including the roles, responsibilities and legal frameworks involved. The module concludes with a digital exam to assess the knowledge acquired.
In the second part of the Nevi 1 Public Sector programme, the focus shifts from theory to interaction. In the module Advising and Development, participants learn how to advise effectively within their organisation — for example on specifications, procedures and strategic decision‑making. Attention is given to conducting advisory conversations, dealing with resistance and developing a personal growth plan.
The final module, Procurement and Tendering in Practice, marks the completion of the programme. As the name suggests, this module is all about applying the theory in real‑world situations. Karin explains: “During the lessons, you work through a full procurement and tendering process together as a group — from defining the assignment to awarding the contract. That’s how you learn the finer points of the profession.” To demonstrate mastery of both theory and practice, participants complete exam assignments.
Learning with and from each other
The lessons in the Nevi 1 Public Sector programme are intentionally designed to be interactive. Karin emphasises that the focus is not only on instruction, but also on processing knowledge together. “During the lessons, the lecturer helps you actively engage with what you’ve learned. We tailor the instructions and content to the group, so you get the most out of every session.”
This alignment is essential, Karin explains, because it allows practical examples, dilemmas and questions from participants’ own work environments to be directly linked to the course material. As a result, participants learn not only from the lecturer but also from one another. “With varied and interactive learning methods, I guide participants through their learning process. You receive feedback on what you’ve done and feedforward to help you continue growing.”
Self‑study as a crucial foundation
To get the most out of the public‑sector procurement training, good preparation is essential. Participants are asked to study the reader and complete assignments in advance. Karin stresses the importance: “When everyone prepares well, we can use the lesson time to dive deeper into the material.” The study load per lesson is between 3 and 5 hours for the evening programme and between 6 and 10 hours for the daytime programme. Throughout the programme, participants have access to an extensive online learning environment containing study materials, assignments and information about lessons and exams. A major advantage is that they can also ask the lecturer questions directly.
